ÖZET
Yaklaşık iki yıldan bu yana Üniversitemiz içinde sürdürülen ve büyük ölçüde tamamlanan "birim stratejik planla- n"nda, (fakülte, yüksek okul ve enstitü planları), üniversitelerin gelekesel işlevleriyle örtüşen iki ana hedefin ön plana çıktı- ğı dikkati çekmektedir. Bunlardan birisi "araştırma ve yayın" kapasitesinin güçlendirilmesi, diğeri de "öğretim" kapasitesinin güçlendirilmesidir. Üniversitemiz, araştırma ve yayın kapasitesinin güçlendirilmesi konusunda son yıllarda önemli atılımlar gerçekleştirmiş ve bu atılımlarla bağlantılı olarak Türkiye üniversiteleri arasında ön sıraya yerleşmiş, dünya üniversite sırala- masında da büyük bir sıçrama kaydetmiştir. Kuşkusuz herhangi bir yükseköğretim kurumunu değerlendirme kriterleri sadece araştırma ve yayınlarla sınırlı değildir. Bir üniversitenin, bütünsel gelişimi, araştırma yanında öğretim kapasitesinin güçlendi- rilmesini de gerektirir. Öğretim kapasitesinin güçlendirilmesi süreci; öğretim üyelerinin "eğiticilik" yeterliklerinin geliştiril- mesi, öğretim programlarının iyileştirilmesi, öğrenme ortamlarının zenginleştirilmesi. öğretim materyalleri sağlanması, yaşam boyu öğrenme becerilerinin kazandırılarak, öğrencilere de bu becerilerin kazandırılmasının sağlanması bileşenlerini içerme- lidir. Öte yandan, "Bologna Süreci"ne uyarlanma paralelindeki çalışmalar gereği üniversitemizde iki yıldır Avrupa Kredi Transfer Sistemi (AKTS/ECTS), Diploma Eki (DS) çalışmaları yürütülmektedir. Bu çalışmaların sonucunda, programlarımı- zın öğrenci merkezli olmaktan çok öğretmen merkezli olduğu, pek çok bölümümüzün, öğretim programlarının ECTS'e uyu- mu konusunda güçlüklerle karşılaştığı gözlenmiştir. Bu sürecin hızlandırılması ve belli bir takvim çereçevesinde tamamlan- ması gerekmektedir. Bu gerekçeler üniversitemizde "öğretim" kapasitesinin geliştirilmesi doğrultusunda yeni girişimleri zo- runlu kılmaktadır. Bu makalede, bu amaçla Hacettepe Üniversitesi öğretim elemanları için Eğitim Fakültesi tarafından dü- zenlenen "Eğiticilerin Eğitimi Programı" anlatılacaktır.

ABSTRACT
During the last two years, all the departments at Hacettepe University have prepared their strategic plans. In these plans two main concepts draw attention: improving research and publishing potentials at the university, and improving teachingo Recently Hacettepe University has succeed important steps in terms of improving research and publishing potenti- als. As a result of these efforts, Hacettepe University has become on the top universities among Turkish universities, and has received a good reputation among top world universities. Improving research and publishing potential is not the only criteria in evaluating a higher education institution. In order for a university to be in a higher position as a whole. it needs to improve its teaching as well. Improving teaching potential requires that at least the following efforts have been taken into considerati- on: Improving faculty members' teaching skills, improving currlculum. improving teaching-learning situations, providing te- aching materials, helping them to acquire life-Iong learning skills, so that they will help their students to acquire those skills. On the other hand, there are activities going on as part of the Bologna process which is the process of creation of the Europe- an Higher Education Area. Issuing of the Joint European Diploma Supplement (DS) to all graduates and usage of a credit system (the European Credit Transfer System, ECTS) are seen as the main tools for transparency. During the preparation of DS and ECTS at Hacettepe University, it was realized that most of our teaching programs are teacher-centered as opposed to being student-centered. In addition, a number of departments had problems with having their curriculum to become parallel with ECTS. In order to complete this process, a new framework is needed. Thus, it is important that necessary precautions ne- ed to taken under consideration in order to improve teaching potentials at the university. In this artide, "Training Faculty Members" program which organized by faculty of education for all the faculty members at the university will be explained.
