EDUCATIONAL POLICIES AND APPLICATIONS OF TURKEY TOWARDS TURKIC REPUPLICS AND COMMUNITIES

ÖZET
Araştırma; Türkiye'nin Türk Cumhuriyetleri, Türk ve Akraba Topluluklaona yönelik eğitim politika ve uygulamalarını ortaya koymayı ve değerlendirmeyi amaç- lamaktadır. Çalışma, özellikle, Türkiye'nin söz konusu topluluklara yönelik eğitim etkinlikleri içinde önemli bir paya sahip olan "Büyük Öğrenci Projesi" üzerinde odaklaş- mayı hedeflemektedir. Bu çerçevede Türkiye'nin Türk Dünyasına yönelik yeni politikaları ve bu politikalar çerçevesinde eğitim sektörünün yeri ele alınmış, ilgili kurum ve kuruluşlar ile yasal temeller, uygulamalar, izleme ve de- ğerlendirme sonuçları ortaya konmuştur. Ülkemiz eğitim alanında başlattığı çalışmalarla anılan ülkelerin hem Türkiye ile hem de batı ile entegrasyonunu başlatmıştır. 1990'ların başında Türkiye'nin başlattığı "Büyük Öğ- renci Projesi" bu anlamda büyük önem taşımaktadır. Projenin istenen sonucu verebilmesi için İzleme ve Değerlendirme mekanizmalarınasahip olmasının gereklili- ği bir kez daha ortaya çıkmıştır. Öneriler kısmında da alındığı gibi pek çok kurum ve kuruluşunişbirliğini gerektiren "Büyük Öğrenci Projesinin" başarılı olabilmesi için her platformda tartışılması gerektiğinin altı çizilmiş ve bu bağlamda öneriler geliştirilmiştir.

ABSTRACT
This researeh aims at putting forward and evaluating the edueation policies and the applieations of Turkey for Turkic Republics as well as the Turks and Relative Communities. The study especially aims at focussing on "Major Student Project" which has a very important portion within the education activities of Turkey for the above-mentioned eountries. Within this framework, the new policies of Turkeyand the position of the sector of education underthese policies for Turk World are considered. Moreover, several relevant institutions and organizations, legal basis, applications and the results of monitoring and evaluation are presented. With the studies started in the field of education, Turkey became the initiator of the integration of the mentioned countries with Turkey as well as Westem eountries. In this context, "Major Student Project" which was started by Turkey in the early years of 1990's, has a very important function. It is proven one more time that, having the monitoring and evaluation mechanisms is necessary in order to obtain the requested result from the project. For the suceess of "Major Student Project" needed cooperation with several institutions and organizations, it is mentioned that this project needs to discuss at alllevels and related to this proposals are developed.
