ÖZET
Hızla değişen günümüz şartlan öğretmenlerden beklentilerin de sürekli değişmesine neden olmaktadır. Gerek ulusal gerekse uluslar arası çalışmalarda öğretmenlerin sahip olması gereken nitelikler belirlenmeye çalışılmaktadır. Bu çalışmada, Hacettepe Üniversitesi Orta Öğretim Fen ve Matematik Alanlar Eğitimi Bölümü öğrencilerinin etkin öğrenme-öğretme ortamı ve öğrenmenin gerçekleşmesi hakkındaki görüşleri alınmıştır. Veriler; kompozisyon, çizim, benzetme (analoji), kavram haritası ve görüşme olmak üzere beş farklı yöntem kullanılarak elde edilmiştir. Elde edilen bulgulann Milli Eğitim Bakanlığı (MEB) tarafından belirlenen öğretmen nitelik ve yeterlikleri ile uyumu tartışılmıştır.

ABSTRACT
Today's changing conditions are causing from teachers expectations to change continuously. Both national and international studies aim to deseribe qualifications and characteristics that teachers should have. This study examined the views of students in the department of secondary science and mathematics education about the effective leaming and teaching environment and how leaming OCCUfS. Data were collected with five different methods, including writing, drawing, analogy, concept maps and interviews. Results obtained from the data were compared with teachers' qualifications and proficiencies identified by National Ministry of Education (MEB).
