ÖZET
K›sa süreli yüksek ö¤retim uygulamalar› (ön lisans) artan yüksek ö¤retim talebi ve ara insangücü gereksinimlerini karfl›lamak amac›yla bir çok ülkede genifl bir ilgi görerek yayg›nlaflmaktad›r. Ülkemizde de bu alanda gerçeklefltirilen bir dizi düzenlemeye karfl›l›k taleplerin arzulanan düzeyde karfl›- lanamad›¤› konuyla ilgili kesimlerin ortak görüflüdür. Ön lisans e¤itimimize ait nitelik ve nicelik sorunlar›n›n giderilmesine yönelik olarak at›lan en son ad›m 4702 Say›l› Yasa Çerçevesinde gelifltirilen MEB–YÖK Meslek Yüksekokullar› Program Gelifltirme Projesidir. Radikal de¤iflimleri içeren proje bütün olarak de¤erlendirildi¤inde hedeflere ulaflmay› engelleyecek baz› önemli sorunlar›n bulundu¤u gözlenmektedir. Buradan hareketle çal›flmam›z›n temel amac› MEB–YÖK Meslek Yüksekokullar› Program Gelifltirme Projesi’nde var oldu¤unu öne sürdü¤ümüz ve dikkate al›nmamas› halinde yeni kar›fl›kl›klar›n ortaya ç›kmas›na kaynakl›k edebilecek sorunlar›n tart›fl›lmas› ve de¤erlendirilmesidir.

ABSTRACT
Short term higher education programmes providing associate degrees to meet the demand for intermediate human capacity needs, have widely used in different countries with increasing interest. In Turkey, despite various past efforts in this field results are still far from meeting expectations of the related sectors. Last step taken for the elimination of quantitative and qualitative impediment for the improvment of short term higher education is project developed within the rules set out by the law No. 4072 entitled "Project of the Ministry of Education (MEB) and the higher Education Council (YÖK) for Development of Programmes of Short Term Higher Education and Vocational Schools". Project brings substantial changes to current situation and when it is examined throughly as a whole package, it is seen that there are some major obstacles to prevent the realization of the project goals. In this article, these obstacles of the project discussed and assessed which could lead many complications in case they are not revised and altered.
